Job summary:
One of prestigious client in construction sector is looking for Cost Engineer.
To maintain the current project budget, ensuring that cost is allocated correctly, and calculation of the estimated cost at completion. To analyze Project Budgets and Actual Expenditure. To prepare expenditure forecasts and cash flow reports and prepare progress billing measurements.
Job responsibilities
Perform a variety of cost estimate of resources, engineering functions such as estimating, cost control, forecasting, cost reporting and all other activities concerning the approved Project Operational Budget using cost structure; to include optimizing manpower resources, development and improvement in line with the project organizational structure, implement policies and procedures, work practices, etc., to ensure efficient and timely completion of works.
Review and interpret contract, manage financial risk, maintain current cost control database, oversee the implementation of effective cost control functions for on‐going project and managed proposed schedule changes with construction staff, client and subcontractors.
Prepare ‘Budgeted Cost of Work Scheduled’, discuss and agree with the functional leaders in a timely manner, coordinates with the Planning & Scheduling Engineer for the planned & scheduled activities of the Project where resource cost emanates for data cost collection, distribution and encoding to program database.
Develops overall project cost forecast from contract and estimate data provided, preparation of monthly reporting package to management showing the status of the project.
Responsible for cost data collection, correct cost coding, and cost evaluation and translating to cost/man‐hour reports on periodical review cut‐off dates. Record/Cost to‐date for Direct Costs for Resource cost from Primavera or other relevant systems.
Prepare input to the monthly/quarterly reports. Generate weekly and monthly cost reports in tabular and graphical formats for each project in Primavera or other tools, including but not limited to ‘Earned Value Report’, ‘Plan Spent versus Actual Spent’ etc.
Liaise with Accounts to periodically compare to the cost allocation by cost control system/procedures. Work with project team to validate estimates and gain additional supporting information. Develops cash flow projections based on anticipated material and labor costs, and forecast billing revenues and investigate areas where the project financial position is, or is trending towards, deviation from the approved budget then prepare recommendations for improvement where possible.
Assists Project Support/Operations Units in identifying proper charging or cost coding of cost element incurrence, i.e. project activities reflected in daily labor timesheets, materials withdrawal from stores, equipment utilization, etc.
Assist in the preparation of Project Performance upon completion of the Project in terms of: a. Total Revenue Generated b. Contribution to Profit & Overhead vs. Target c. Variance analysis of Man‐hours Utilization i.e. Actual vs. Budget
Prepare Client Contract Billing (Progress Payments) for both the main contract and contract amendments or variations in accordance with contract terms and conditions.
Attends meeting with other members of the Project Team and/or client, as required in order to report on financial status, discuss problem areas and contribute towards their resolution.
At the time of project completion, record cost information in project database (Primavera’s Methodology Manager or any other tool, as required) using standard cost structure and utilize this cost database for future project cost estimation. Responsible for final reconciliation of cost to budget on completed projects.
Implement Company/Project safety and QA/QC procedures/regulations and strictly enforces them with the workforce.
Perform any other duties and responsibilities as and when directed by the Supervisor
Job requirements
Graduate/Post Graduate in Engineering or equivalent having 4-6 years of experience working in UAE construction sector
